So as in the Ciad quest you get a random popup or visit Nigels house in the north-west of Tagor.  The popup will say:

Greetings there, adventurous Aisling. So, you lookin' for an adventure are you?

Well it won't be easy, and in fact, you might even fail. But in the end, you might find yoursel fwith quite an interesting prize. You up to the task?

This one is gonna cost you some coin. I want 20,000 before I tell you the next step.

Come to the empty house next to the Ranger's Station in Tagor when you finish the task.
 
Note: as with Ciad the next items are variable so...
Grab 20k Gold and visit (or re-visit or have it already) Nigel inTagor.

Walk over to the chest and claim your  Tiota necklace. Most of these necklaces give random properties of health, mana, armor, health regeneration, and rarely a Blue Tiota may give you +1 intelligence or +1 dexterity. You also now have a legend mark:
